  Don't know about the LEDs being equally bright for different VCC levels, the series resistor is always 150R and the GPIO pin is always carrying the full LED current....

burning out the ATmega1284?
Thing may work for a while under stress but won't last long.   Also you MUST use an appropriate value resistor in series with the LED.   You MUST use 100nF bypass caps...
