Sam e70 custom board TCF command error

i have designed a custom board of Sam e70 with reference to sam e70 xplained evaluation kit.
but when i connect with atmel ice to program the card . TCF command error arises and did not read target voltage and device signature from device, Although board is powered up with exact 3.3V.
kindly help me toh bring up the board.

i used 10 pin arm header for programming interface.
