Is it? can't say I'd ever noticed.
Then again, I've never looked for it - just done the usual copy-&-paste
EDIT
In Eclipse, Ctrl+D seems to delete the line; the others do nothing.
In Notepad++, Ctrl+D does, indeed, duplicate the current line
